I submit to web directories frequently - I submit to about ten or twenty web directories per month -- though I go through each web directory before submit.
Web Directories are a great way to get targeted users - since a user locates to a specific category where they wish to find listings, so it's a great way to earn targeted traffic. Social bookmarking is a way to gain huge amounts of traffic, though from my point of view, there's not people willing to navigate through a web directories, most of them are one-time visitors. Blog posts, I believe it is also a great way - much better than social bookmaring web sites, as you may get much more targeted traffic through blog posts, and it also gives you a better image about a web site.
