It depends what kind of site you have. Some directory approve all listings which some directories rejects almost 80-90% requests. Dmoz is on of them. If you have a site which is very much informative, get's faster approval. There are many other ways to get your website approved in directories.

More than this, the factor is that if you are submitting to right category, your site will be accepted fast.
E.g. If you have a pet site which you want to submit to directories, then submit to pet category instead of animal category since animal category have lots of lots of subcategory but submitting to pet category will give you faster approval rate.

Your site must have good information along with good content.
If your website have a virus, trozon or something like that which is going to be installed on user computer, definitely, your website will not get approved.

there are many websites which have a sole purpose of spreading viruses and trozon over internet and traffic is not the purpose but they get the traffic by offering thousands of free stuffs or offer something related to sex etc .
