They submit to those directories which do not have any captcha code which means that directories have not protected themselves from spam. Which means that any one can sent robotic queries to those directories and ad as much sites as they want to submit. And this is true that all of those directories are crap directories coz of not protecting the interest of directories. Hence, how can one expect results from those crappy directories.

Do not think that a submission service who charge is cheap and those who
charge are better. It depends on the people the company have. If they have cheap people, price of services could be cheap even though quality is better.

Automatic submission saves you the time and effort of manually submitting articles to directories one by one. If you would rather automate the submission process, and use a software submission tool, you should check how often the software is updated, the quality of directories selected and the choice of categories (i.e. are the categories specific enough or does it take only general categories into account) before you pick a solution.

Directory owners rejects the listings when some one does not submit his site to the most relevant category and I believe that automated tools can not judge this since It require god given human mind and sense.
Hence, I am opposite to automated directory submissions.
