To learn web designing you must know html and css. Learning dreamweaver does not make any sense. Dreamweaver is software which can be used to do things fast but there is no fundamentals in dreamweaver.
You must be able to type the HTML and CSSS code in notepad. If you can do that, you know the dreamweaver automatically.
